PARAPHRASE TELEGRAM from the Governor of Hong Kong to the
Secretary of State for the Colonies.
Dated 24th May.

Boxer Indemnity. In a despatch sent on 9th May of which a copy
was sent to H.M.Minister at Pekin I summarised the position
as I understood it then to stand of the Hong Kong Government and
the Hong Kong University having regard to Foreign Office letter
to Colonial Office of 8th March and Foreign Office telegram to
Peking of 5th April which was repeated to Hong Kong on 16th April
end I made final representation for a larger grant to the
University. I beg that final decision of H. M. Governmentes
to the Indemnity may be deferred until my despatch of 9th May
has been considered.
I see from copies received from H.M. Minister at Shanghai
2125 of telegrams addressed to the Foreign Office on rd May that
at interview with between Lempson and Wang at Shanghai on the 20th
May the latter mentioned debts owed to the University by Chinese
Government and railway debts were also referred to. Chinese
Government owes the University at present 112,407 and there is owing to the Hong Kong Government on account of the Chinese section
of the Kowloon-Canton Railway 'the sum of 8997,596.
Even if it is not possible for H.M. Bovernment to reconsider
in the light of my despatch of 9th May the general question of the
application of the Indemnity I would strongly urge that there be
added to the £250,000 already promised to the University the two sums mentioned above.
